Leadership through the ages
August 24, 1991: The predecessor of the General Planning Board was the Institute of the Ministry - National Institute of Burns (J11) under the Director of the Military Medical Academy led by Lieutenant Colonel, Dr. Nguyen Van Sau is in charge.
October 15, 1995: Establishment of the Medical Administration Department, which is in charge of PTS Le Nam.
On June 18, 1998, the Administration - Medical Department was renamed the General Planning Department led by Colonel, PTS. Le Nam is in charge of the committee (according to Decision No. 363/QD of the General Staff).
November 16, 1998, Colonel, PTS. Le Nam is Deputy Director cum Head of General Planning Department; Master Do Thanh Long is Vice Chairman. (according to Decision of Military Medical Academy No. 24/CGD).
From 1999 - 2001: BS. Nghiem Thanh Binh, Head of the Department
From 2001 - 2012: Dr. Nguyen Viet Luong, Head of Department
From 2012 - present: Dr. Chu Anh Tuan, Head of Department

The General Planning Department is a professional advisory body, under the direct direction of the Director, advising the Director on:
- Planning work of the Institute
- Medical work, health insurance
- On-the-job training, regular training
- Management of scientific research and technology development
- Directing work and international cooperation
